PHOENIX/SCOTTSDALE NOW CHAPTER POLICY RULES PROTOCOL

Article III

B. NOW’s National Bylaws state that anyone who subscribes to our purpose which is essentially, anyone who agrees with our issue positions, may join upon payment of dues. See the “Chapter Policy Rules” for additional information.

Protocol
NOW membership requires the support of all NOW issues, including “reproductive rights for women.”

D. Dues

  1. Annual dues shall be paid on the anniversary date of the day on which the member joined.
  2. New chapter members can pay annual dues to the Chapter Treasurer, who shall be responsible for the National portion to be paid to the National NOW Treasurer. .
  3. Renewals are paid directly to National NOW Treasurer.
  4. See the “Chapter Policy Rules” for more detail. Protocol June 10, 2009 Members whose memberships have lapsed 3 months become inactive. At that time a former member sends her dues to the PS Chapter Treasurer for $40. We get to keep $25. Dues for Students and the Jobless are $15 and are also sent to the PS Treasurer. P/S Chapter pays $ 15 to National in all 3 cases.

Article VI. Officers

A. The chapter officers may delegate such duties as may be necessary to allow them to implement the performance of their office, but they may not delegate their responsibility.

B. The officers shall be responsible at all times to its members. Protocol If an officer resigns or can no longer fulfill her duties, the members who ATTEND MEETINGS will vote in a Replacement.

C. Titles, Duties, and Protocol Duties 1. President. There shall be a President who shall manage the day-to-day affairs of the chapter, preside at meetings, make certain the Agenda is ready for the next meeting, and fill out the yearly Chapter Report.

When the President resigns the Vice President becomes President At a meeting members may select and vote for an interim Vice President

2. Vice President-Executive. There shall be a Vice President-Executive who shall preside at all meetings in the absence of the President, and perform such other duties as may be delegated by the President and/or members.

3 National Action Chair. There shall be a Vice President-Action who shall send out Action e-mails so that members can participate in Actions sent out by National NOW and coordinate the action programs.
Protocol
The National Action Chair could be on the Legislative Committee or an Issues Committee.

5. Membership Chair. There shall be a Membership Chair who shall be responsible for the membership records and shall send out cards to reinstate those whose membership has lapsed
Protocol
The Administrator who enters changes (Transaction List) to the membership roster prints out a current list. The Administrator prints out a list of inactive members who receive a postcard, a phone call or email by members of the committee. Board Officers decide to whom the list is sent and for what reason.
Duties
6. Secretary. There shall be a Secretary who shall take minutes, keep a record of the corrected minutes of meetings, and keep the “Chapter Policy Rules” up-to-date. The Secretary will communicate with the State NOW organization if information from the Arizona State Board is not available.

Minutes
1. Be responsible for a list of members and guests.
2. Duties during the writing of a motion:
a. The written motion will be collected from the member who makes the motion.
b. The written motion will be given to the secretary and recorded
c. The name of the person who seconds the motion is recorded
d. There will be a hand count of the vote on the motion.
3. The minutes of the meeting are delivered (mailed or emailed) to the leader of the meeting to be reviewed for correction and approved by the members at the next meeting.
4. Within the week, the corrected minutes will be re-typed and sent to the leader of the meeting, the administrator of the list and the members who attended that particular meeting.

Duties
7.Treasurer –There shall be a Treasurer who keeps the checkbook and savings account up-to-date, fills out the IRS report, and the financial part of National NOW’s yearly Chapter Report
Protocol
The Treasurer is a member of the Budget-Finance Income for PS Chapter
1. New PS Chapter membership dues are $40. The Chapter keeps $25 and sends $15 to National NOW.
2. The inactive members follow the same schedule.
3. Both types of memberships must be done through the Chapter Website www.phxscottsdalenow.org
4. When you join the PS Chapter, you automatically become a member of National NOW.
5. Rebates are monies which were given to chapters for current members who renew their memberships. As of April 2009, we told National NOW that our Chapter would not need our Rebates at this time. When we do need them, our Chapter Leaders can ask for our rebates.
6. In order to receive money from the Chapter Treasury, a Chapter member must make a motion to receive money for a project and be approved by all current PS members at the meeting.

A Press person who could begin with handling National NOW
Press Releases to local TV, Radio, and the Newpapers.

D. Qualification and Terms of Office
1. All officers shall be members of Phoenix/Scottsdale Chapter of NOW. Two year terms shall begin with officer elections held in January of 2010.
2. In the case of officers elected to fill a vacancy, their partial terms shall not be considered in determining the term limitation.
3. Nominations
A Nominations for the January Election of Officers in even years beginning in 2010 must be in writing by the December 31 of the previous year.
B. Each candidate must include an information sheet about themselves.
Protocol
Information, according to the current Phoenix/ Scottsdale Chapter Bylaws, must include her beliefs about what the duties of the office are and how she would carry out those duties.

Standing Committees

Protocol
The Treasurer shall be a member of the Budget committee.
1. BUDGET
a. The Finance and Budget Committee shall prepare a proposed line-item budget for the fiscal year.
b. The budget, after having been published in NOW leadership mailing, shall be approved by a majority vote of the members of the Board present and voting at a meeting no later than the December meeting commencement of the fiscal year on January 1.

Volunteers choose a topic and a leader for the member volunteers.
You can choose Local or National and work with either Chair.

5. ISSUES
Issues are chosen at a meeting by motion. Current issues voted on this year are CEDAW in Feb and Women’s Health Care in July.
Participants can meet on their own. The leader can call for a current list of members. The group must report to the members its goal and activities they will do.

National Conference 2009 overview

New Officer: Nat Terry O'Neil

Dear Joan,
I am honored and humbled to begin serving you as president of the National Organization for Women with my sister officers, Bonnie Grabenhofer (Executive Vice President), Erin Matson (Action Vice President) and Allendra Letsome (Membership Vice President), on this first day of our term. We take our charge seriously: We are here to serve you, the grassroots arm of the women's movement.

I share your vision of full equality and justice for all women and girls, and I pledge to modernize the women's movement by tapping into the energy around the country and bringing more women to the sidewalks, statehouses and in-person and online forums where feminist dreams become reality. I will work tirelessly to strengthen the grassroots, collaborating with you every step of the way.

I will support, empower and amplify the change you're leading in your own community. I will also lead cutting-edge national action campaigns to demand the equality we deserve. Up immediately on the docket are campaigns to:

  • Build the feminist case for single-payer health care, including coverage for the full range of women's reproductive services, so that every woman and girl, no matter her race or immigration status, has access to the health care that is her human right
  • Achieve equal marriage and full lesbian and queer rights nationwide, implementing a state-by-state, community-by-community strategy alongside national efforts to immediately repeal the so-called "Defense of Marriage Act" (DOMA) and "Don't Ask, Don't Tell"
  • Pass the Equal Rights Amendment and ratify the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) without the addition of harmful reservations, understandings and declarations (RUDs)

I am committed to not just implementing, but also building, these campaigns with your input, expertise and vision for justice. Soon I will reach out with my team to tap your ideas and solicit your feedback. We are putting together new ways to communicate and connect with you, because we believe in the power of NOW, we believe in the power of you and we know your voice gives feminism the power to achieve full equality for every woman and girl!
